Thanks for sending this.  This is definitely a new, incompatible version of the ‘.txt’ file format.  (It may, or may not, include a new data scrambling mechanism, but the file and record layout has definitely changed.)

What phone app (name and version, if you know it) did you use to generate this ‘.txt’ file?
