General answer, as I never did that with the build-in tablets:

To have access to USB debugging, you need to enable that in "Developer
options" within settings. Then you can transfer files via ADB, which should
give access to more of the filesystem.

If the "developer options" are not accessible or ADB option doesn't work,
that means the only way to enable USB mode is to edit .prop files (ie.
build.*prop*). This can be done by booting to recovery and transferring
files there. Or by rooting the device - then you have access to everything.
